Roof Decking: The Layer Everything Is Nailed To — and the One Cost No Honest Roofer Can Quote Upfront

Every shingle, nail, and flashing on your roof is fastened to the decking — the plywood or OSB you never see. Here's how it's rated, how it fails, and why 'decking replaced as needed' is the most expensive blank line in your contract.

There is a layer of your roof you have almost certainly never seen and will probably never see — and everything else depends on it. Not the shingles. Not the underlayment. The decking: the continuous skin of plywood or oriented strand board (OSB) nailed across your rafters or trusses. Every shingle, every nail, every piece of flashing, every pound of snow, and every gust of uplift is ultimately carried by, or fastened into, this wooden surface.

It is also the single line item no honest contractor can price before they start. The shingles, the underlayment, the flashing, the labor — all of that can be measured and quoted from the ground. The decking’s condition is sealed under the old roof and stays genuinely unknown until a crew has stripped it bare. That combination — structurally essential, completely hidden, un-quotable until the roof is open — is exactly why decking is the most common source of surprise bills and the most common place a dishonest contractor leaves himself a blank check.

This is the guide to the layer under everything: what it does, how it’s rated, how to read the stamp that is its actual legal specification, how it fails, and — most importantly — how to make sure “decking replaced as needed” in your contract comes with a number attached.

What the decking actually does

Homeowners tend to picture a roof as shingles on top of wood. Structurally, it’s closer to the reverse: the decking is the roof, and the shingles are a weather coating bolted to it. The deck does three jobs at once, and only the first is obvious.

1. It’s the nailing base. This is the one most people intuit. Shingles are nailed down, and the nail has to bite into something. If the deck is sound, a roofing nail’s shank grips the wood and resists the wind trying to peel the shingle off. If the deck is soft, rotted, or too thin, the nail pulls through under load — and a shingle held by a loose nail is a shingle waiting for the next storm. This is why decking and fasteners are two halves of one system; the best nail in the world is useless in rotten wood. 2. It’s the structural diaphragm. This is the job nobody sees and everyone relies on. A continuous, properly nailed deck ties all the individual rafters or trusses together into a single rigid plane. That plane is what resists racking — the tendency of the roof frame to lean and fold sideways under wind. In high-wind and seismic zones, the roof diaphragm is a load-bearing element of the whole house’s lateral bracing. This is also why building codes care so much about how the deck is nailed off, not just that it exists: a deck nailed with too few fasteners, or fasteners that missed the framing, is a weaker diaphragm even if it looks perfect from a ladder.

3. It’s the substrate that keeps everything flat. Underlayment, ice-and-water shield, and shingles all need a smooth, continuous, rigid surface to lie against. A deck with sagging panels, swollen edges, or gaps telegraphs every flaw up through the shingles as visible waviness, and it creates the tiny voids where wind-driven water and ice can work. The finished roof can only be as flat and as watertight as the deck beneath it.

Understanding those three roles explains everything that follows — why thickness is specified, why the stamp matters more than the thickness, why a wet panel is a rejected panel, and why replacing bad decking isn’t optional.

Plywood vs. OSB: the two materials, honestly compared

Modern decking is one of two engineered wood panels. Older homes (roughly pre-1980) often have solid wood plank decking or “spaced” sheathing, which we’ll get to — but on anything built or re-decked in the last few decades, it’s plywood or OSB.

Plywood is built from thin wood veneers glued in alternating grain directions. That cross-lamination makes it strong in both directions and gives it a crucial property: when it gets wet, it swells, but it dries back close to its original dimensions and regains most of its strength. Plywood is stiffer, holds a nail slightly better, and tolerates incidental moisture better. It also costs more.

OSB (oriented strand board) is built from compressed, resin-bonded wood strands. It is engineered to meet the same structural span ratings as plywood — a 7/16” OSB panel and a 15/32” plywood panel can carry the same load — and it costs meaningfully less, which is why it’s the default on most new construction. Its weakness is specific and important: moisture, especially at the cut edges. When OSB gets wet it swells, and unlike plywood it does not fully recover — the swollen edges stay proud. Research on panel behavior has measured OSB edges swelling 20 to 150 mils (up to roughly an eighth of an inch) thicker than the field of the panel after wet/dry cycling, and an interior-rated panel left exposed to rain can begin to delaminate in as little as 24 hours. Those raised edges telegraph as ridges through the shingles — the “ghost lines” you sometimes see running across an otherwise new roof.

Neither is “bad.” OSB installed dry, kept dry until the roof is dried-in, and detailed correctly performs for decades. The failures almost always trace to water reaching it — a roof left open overnight in rain, a chronic leak at flashing, or an attic with no ventilation slowly cooking moisture into the underside. If your home carries a heavy covering like concrete tile or slate, or you’re in a consistently wet climate, plywood’s margin is worth paying for; for a standard asphalt roof installed and dried-in properly, quality OSB is a legitimate choice, not a corner cut.

The stamp is the spec: how to read a span rating

Here is the single most useful thing a homeowner can know about decking, and almost no one does: the thickness of a panel is not its specification. The stamp is.

Every structural panel — plywood or OSB — carries a grade stamp from an accredited agency (in North America, most often APA – The Engineered Wood Association). The number that matters is the span rating, printed as two numbers separated by a slash, like 24/16 or 32/16.

  • The left number is the maximum spacing, in inches, between supports when the panel is used as roof decking.
  • The right number is the maximum spacing when used as subfloor.

So a panel stamped 24/16 can span up to 24 inches between rafters or trusses as roofing. That rating is what the code and the inspector care about — not whether the panel happens to be 7/16” or 1/2” thick. A thin, high-grade panel can legally out-span a thicker, lower-grade one. When a roofer or an inspector talks about whether the deck is “rated for” your framing, this stamp is the document they’re reading.

Two other things on that stamp matter:

  • Exposure rating. Roof decking must be at least Exposure 1 (“EXP 1”), meaning the glue bond tolerates the incidental moisture of normal construction — getting rained on once before the roof is dried-in. It is not a license to leave the deck exposed for weeks. An “Interior” or non-rated panel has no business on a roof.
  • Orientation and gaps. Panels are installed with the face grain (plywood) or the strength axis (OSB, marked on the panel) running perpendicular to the rafters, joints staggered from row to row, and a 1/8” gap left between panel edges and ends. That gap is not sloppiness — it’s the designed room for thermal and moisture expansion. Panels butted tight have nowhere to grow, and they buckle.

Code minimums — and why the “minimum” is rarely what you want

The International Residential Code (IRC, §R803) sets the floor for how thin a deck can be, keyed to framing spacing. These are genuine minimums, not recommendations:

Two practical notes pull the real-world answer above the code floor. First, most shingle manufacturers require a minimum deck thickness (commonly 3/8”–1/2”, often with wording that effectively points at 1/2”) as a condition of their warranty. H-clips: the small metal part doing structural work

When panels span the wider framing spacings — classically 24” on center with thinner panels, where the panel joints fall between rafters with no framing directly under them — code and panel manufacturers require panel edge clips, universally called H-clips for their shape. They’re small aluminum extrusions slipped over the edge where two panels meet in the open span.

They do two jobs. They transfer load between adjacent panels so the unsupported edge of one is stiffened by its neighbor, preventing the deflection and sag that would otherwise occur mid-span. And they automatically hold the correct gap between panels for expansion. A missing H-clip isn’t cosmetic — it’s an unsupported panel edge that will deflect, and over time telegraph a dip, exactly where two sheets meet in the field. On a re-deck or new build, “did they install the edge clips where the spec calls for them?” is a completely fair question to ask.

How decking fails — the four stories behind every rotten sheet

When a crew strips your roof and calls you up the ladder to look at bad decking, it’s almost always one of these four failures. Knowing them helps you tell a real problem from an upsell.

1. Chronic leak rot. Water has been getting past the shingles or, far more often, past the flashing for months or years — and the deck under that spot has gone soft, dark, and spongy. This is the most legitimate and most common reason for replacement, and it clusters exactly where leaks start: around chimneys, in valleys, at the base of walls, around old vent penetrations. A screwdriver sinks into sound wood with resistance and into rotted wood like it’s cork. That’s the field test.

2. Ventilation rot from below. This one surprises homeowners because there was never a visible leak. An attic with inadequate intake-and-exhaust ventilation traps warm, moist household air against the cold underside of the deck, where it condenses and, cycle after winter cycle, rots the plywood from the inside out. The giveaway is rot on the underside of the deck, often across broad areas rather than at a single penetration — and the fix isn’t just new wood, it’s fixing the ventilation, or you’ll rot the new deck too. This is why a good roofer inspects your attic ventilation as part of a re-roof, not as an afterthought.

3. OSB edge swell and delamination. The ghost-line ridges described earlier, from panels that got wet — during the original construction, during a previous re-roof left open in the rain, or from that same ventilation moisture. Swollen, delaminated OSB has lost both its flatness and much of its fastener-holding strength, and it doesn’t recover. It gets replaced.

4. Overdriven and blown-out old fasteners. On a tear-off, every old nail either comes out or gets driven flush. Decades of nails, especially at panel edges, can leave the wood chewed up enough that it no longer holds new fasteners reliably — effectively a nailing-base failure even when the panel looks structurally fine.

The old-house special case: spaced (skip) sheathing

If your home predates the 1970s–80s and still has its original roof structure, you may not have solid decking at all. You may have spaced sheathing (also called “skip sheathing”): 1×4 or 1×6 boards nailed with gaps between them, designed for the original wood shakes or shingles, which needed the gaps for airflow and drying.

Spaced sheathing is fine for what it was built for and a genuine problem for modern asphalt shingles, which need continuous support. You cannot properly nail a modern architectural shingle across open gaps. So a tear-off on an old shake roof frequently includes over-decking — installing a continuous layer of plywood or OSB over the old spaced boards to create a nailable, code-compliant surface. This is a legitimate, code-driven cost, not an upsell — but it’s a big one, because it’s the entire roof area, not a few bad sheets. If your home is old enough to have shakes in its history, ask about this before you sign, not after the roof is open.

The change-order trap — and the one line that defuses it

Now the money. Because the deck’s condition is unknowable until tear-off, your roofing contract has to handle a cost that genuinely cannot be fixed in advance. There is an honest way to do this and a dishonest way, and the difference is a single number.

Reasonable installed rates for spot-replacing bad decking during a re-roof run roughly $70–$150 per 4×8 sheet, including the material, the labor to cut the bad section back to the framing and nail in the new sheet to code, and hauling the rot away. Regional labor and material swings move that range. A typical twenty-year-old roof turns up three to six bad sheets — call it a few hundred dollars, not a few thousand — though a roof with a long-standing leak or a ventilation problem can need far more.

Here’s the trap. A bid that says “decking replaced as needed” with no dollar figure is not a price — it’s a blank the contractor gets to fill in later, at the exact moment you have the least leverage you will ever have: your roof is stripped to the rafters, rain is in the forecast, the crew is standing on your lawn, and the only person who can close your roof back up is the one now quoting you $200 a sheet for twelve sheets. Some of those sheets may not even be bad. You have no practical way to refuse and no way to verify.

The defense is one line in the contract: a fixed, per-sheet price for decking replacement, agreed before work starts. “Decking replaced as needed at $95 per 4×8 sheet, documented with photographs, homeowner notified before replacement” turns an open-ended blank check into a known unit cost you’ve already accepted. It removes the contractor’s incentive to find phantom rot, and it removes the ambush. Then build a contingency into your own budget — assume a handful of sheets so the bill doesn’t surprise you even though the contract already protects you from being gouged on the rate.

Three more clauses worth insisting on, all of which separate a professional from a chaser (the same instincts that protect you when you vet the contractor in the first place):

  • Documentation. Bad decking gets photographed before it’s covered. A contractor who replaces “eight sheets” should be able to show you eight photos of rotted wood. This is standard practice for reputable companies and a completely reasonable thing to require.
  • Notification. You’re told before replacement happens, not billed for it afterward. On a fixed per-sheet rate this is a courtesy; with any gray area it’s a safeguard.
  • Cause, not just cure. If the rot came from ventilation or a flashing failure, replacing the wood without fixing the cause just resets the clock. The contract — and the conversation — should address why the deck failed, not only that it’s being replaced.

What you should walk away knowing

The decking is the part of your roof you’ll never see and can’t afford to get wrong. It’s the nailing base every shingle depends on, the structural diaphragm that keeps your roof frame from racking in a storm, and the flat substrate that lets everything above it lie watertight. Its specification isn’t its thickness — it’s the span-rating stamp, which has to match your framing and carry at least an Exposure 1 rating. It’s installed with the strength axis across the rafters, joints staggered, a 1/8” gap for expansion, and edge clips where the span calls for them.

It fails in four recognizable ways — leak rot, ventilation rot from below, OSB edge swell, and chewed-out old fasteners — and an old home with spaced sheathing may need a whole new nailable surface before a modern shingle can go on at all. None of that can be quoted before the roof is open.

Which is exactly why the most important thing you do about your decking happens before a single shingle comes off: you get a fixed per-sheet replacement rate in writing, you require photos and notification, and you insist the contractor fix why the wood failed, not just the wood.
